Covenants are required to protect native vegetation. Planning permits can involve the removal of native vegetation and in Victoria, all native vegetation that is removed must be offset on site (First party) or on another site (Third Party). These offsets are secured in perpetuity through a covenant.

A covenant could be an agreement with the council (Section 173) or they could be with a private trust such as Trust for Nature (Conservation Covenant)
